Running the program on the server works fine. I have tried replacing the ctrlSys.DBF file with an older version I still get that error for users running over the network.

Very strange, seems like restarting the main sever fixed the issue....

    Error 6624 means:

A remote socket connection was closed by the server. This error will usually be raised by client applications if the server is shut down when clients are still connected

    ***

Which would suggest the connection on the server was broken at some point for some reason. Closing and restarting all applications including the server database would be a good first option.
