When you close a job in service manager, is there any way of stopping people from reopening the job without admin rights.

You should be able to 'script' this by evaluating the status of the job when the user presses the 'save' button. If the job has been set to 'closed' then you could prevent the change from being accepted unless the operator was an administrator. Or you could implement a different behaviour if you preferred.
