Say we have 12 stock groups.
We have found that if we create a Price Group for a customer on certain
stock groups (say 3 stock groups),
the system does not go through to the default rules for the other stock
groups (other 9 stock groups) which
are not specified in the Price Group. Does this mean that for all the Price
Groups we have to enter rules
relating to all the stock groups, even the ones we want at default
discounts ?

What do you mean by 'default rules' ?

All products have default prices, which are picked up if no specific rules are found to be true.

If you assign a price rule that is not assigned to a specific customer or Price Group, and untick 'Global' (so that they are checked last), these will be used if no rules prior to these rules are found to be true.
